We are committed to providing housing opportunities of all types to low and moderate income families. We administer 117 units of traditional subsidized rental (Public Housing) units, 98 Affordable (Tax Credit) units, 75 Mainstream Vouchers and 1,306 Housing Choice Vouchers throughout the community.

Kimberly Townsend’s story is a powerful testament to transformation—from a former public housing tenant to the CEO of Anderson Housing Authority. In 2018, she stepped into leadership at a time when the agency was nearly in HUD receivership. Today, it boasts one of the highest REAC scores in its history—a leap HUD described as going “from an F to an A.”
Kimberly didn’t enter with decades of housing authority experience—but with deep roots in community development, a passion for people, and a bold vision. Under her leadership, AHA has:
- Eliminated HUD’s troubled status and restored operational health and credibility
- Ended discriminatory placement practicesEnded discriminatory placement practices, integrating properties to uphold fairness and dignity
- Built a C-suite leadership structure to strengthen agency oversight
- Launched youth employment, education, and wellness programs, helping tenants build skills and stability
- Centered resident dignity, reminding staff: “Our tenants are our greatest asset.”
Kimberly leads with compassion, strategy, and pride in the people she serves. Her journey from tenant to CEO is not just personal—it’s a message of hope for communities across the country.
